On January 21, 2025, the Office of Personnel Management (OPM) published a final rule in the Federal Register to change the regulatory criteria used to define the Federal Wage System (FWS). This redefinition impacts approximately 230 counties and aligns the FWS wage area criteria more closely with the General Schedule (GS) locality pay area criteria. As a result, county definitions will be updated Oct 1, 2025, for the applicable wage areas below.
